Notice on Implementation of the Consignment-Based Conformity Assessment (CBCA) Programme for Imported Goods into Somalia

NOTICE Date: 24 August 2026 The Somali Bureau of Standards (SOBS) is the national authority responsible for the adoption and implementation of standards, metrology, conformity assessment activities (inspection, testing, and certification), accreditation, and quality control of products and equipment at points of entry and exit within Somalia. In line with its mandate to protect consumers, facilitate safe trade, and ensure the quality and safety of imported products, SOBS has implemented the Consignment-Based Conformity Assessment (CBCA) Programme. The CBCA Programme is carried out in exporting countries to verify that products comply with relevant Somali standards, applicable international standards, and approved technical specifications before entering the Somali market. This notice serves as an official update from the Somali Bureau of Standards (SOBS) to all companies, partners, traders, importers, international organisations, the United Nations agencies, humanitarian organisations, and members of the Somali community importing goods through all ports, borders, and airports (points of entry and exit). All importers and relevant stakeholders are required to obtain a valid Certificate of Conformity (CoC) issued through the approved conformity assessment process by TÜV AUSTRIA before shipment clearance, where applicable. Goods that do not comply with the applicable requirements or are imported without the required Certificate of Conformity (CoC) shall be subject to enforcement measures and applicable penalties in accordance with SOBS procedures and regulations.
